This is an appeal from a judgment of the circuit court for Dane county, affirming the order of the Department of Industry, Labor & Human Relations. The order of the department awarded 15 percent increased compensation to Dennis Manthe because of the departments finding that the Madden Company had failed to maintain a concrete saw machine in a safe condition. The department concluded that the employers failure in this respect constituted a violation of the Wisconsin Administrative Code, section Ind 1.80 (1), Maintenance, "All equipment, machine tools, guards and power-driven machinery shall be maintained in safe condition."
