R.J.A., Inc. (applicant) appeals from a judgment of the water judge for water division 1 denying its application for a developed water right. The applicant based its claim on a project that will reduce water loss from a marshy mountain meadow by removing the underlying peat moss, thereby eliminating a saturated, seepy condition. This will decrease evaporation from the soil and surface and reduce evapotranspiration from grassy vegetation. We affirm the judgment.
